An article posted on the provincial government publicity department's website claimed that a section of the ancient wall had been hollowed out to make way for the office complex.
The story drew much criticism, especially as local authorities had been working toward securing world cultural heritage status for the wall.
The modern office complex features conference rooms, offices, a dining hall and a rehearsal hall. It is used by the administration's committee for the Xi'an City Wall Scenic Area.

DUBAI， Aug. 4 (Xinhua) -- Dubai airport said Thursday the operations are "far from back to normal" as dozens of flights have been cancelled or delayed after Wednesday's plane crash-landing.
The airport's authorities said in a public statement that the airport is now operating with only one runway (out of two).

One firefighter was killed while putting out a fire， caused by the crash-landing， which burnt out the plane. The fire was extinguished at 14:32 local time (1032 GMT) on Wednesday， according to Emirates chairman Sheikh Ahmed Bin Saeed Al-Maktoum.
The airport has resumed departure flights at 18:30 local time (1430 GMT) on Wednesday.
The authorities urged earlier in the day the passengers stranded in Dubai to check via email or text messages if their flights were rescheduled before going to the airport in case of delay or cancel.
Some flights have been diverted to Dubai's second hub Al Maktoum International Airport in order to ease passenger traffic. Al Maktoum international is located an hour's drive away from Dubai International Airport.
Dubai Airports， the government-controlled owner company of the airport， decided to provide free and unlimited internet connections as well as free refreshments to departing passengers.
Ms. Jeri， a Dubai resident from Ethiopia whose flight from terminal one to Addis Ababa was cancelled on Wednesday said "everything was handled very professionally."
Sheikh Ahmed said the investigations are still ongoing， stressing "Our priority is now the health and safety of our passengers."
Dubai's civil aviation authorities on Thursday allowed arrivals and departures for all airliners again， but only on a step-by-step basis. Long-haul flights operated by wide-body planes were given priority.
